The Ministry of Justice of Finland has decided to postpone plans to move its election platform to Amazon Web Services. The move to AWS was decided in the spring of 2025, but due to changes in the international political situation it has been decided to keep using the current election information system.
While voting in Finland takes place on paper ballots, lists of polling stations, candidates and voters are processed using the system, and the system is also used in counting the votes and publication of the results. The data centers of the current platform solution are located in Finland.
The project to modernize the Election Information System (VAT) was launched in 2021. The aim was to modernize the application and platform technologies used in the Election Information System, thereby ensuring the continuity of the system's lifecycle and at the same time improving information security practices and functionalities. The project's steering group evaluated the platform options in 2024 and recommended a transition from a traditional computer room to AWS.
The international political situation however has changed considerably since then and the Ministry of Justice has now decided that the new election information system will not be introduced in 2027, but that the next parliamentary elections will be held using the current election information system. The future platform solution will be implemented after spring 2027.
