Estonia will open its first AI factory later this year, as AI cloud company Nebius deploys 22 MW of infrastructure at Greenergy Data Centers in Tallinn.

 

The project will establish the largest AI factory in the Baltics and make Nebius the first international AI cloud customer to deploy infrastructure at the Estonian data center operator. The first 22 MW phase of the AI factory in Hüüru, near Tallinn, is scheduled to come online later this year. It will join Nebius’s growing European network, which includes an operational facility in Mäntsälä, Finland, and large-scale AI factories under construction in Lappeenranta, Finland, and Béthune, France. The company also has additional deployments in the United Kingdom, Spain and Iceland.

 

Nebius serves customers ranging from frontier AI laboratories and AI-native scale-ups to major enterprises and technology companies including Microsoft and Meta. Its expansion is intended to bring high-performance computing closer to European researchers, start-ups and businesses developing and deploying AI at scale.

 

Infrastructure and partnerships in Estonia

Tom Blackwell, Nebius’s chief communications officer, said Estonia was a natural choice because of its engineering talent, digital economy, start-up culture and plans for AI and the clean-energy transition. “Nebius’s Tallinn AI factory, in partnership with Greenergy Data Centers, will provide advanced AI cloud infrastructure to support Estonia’s growing innovation ecosystem and accelerate AI development and adoption,” he said.

 

Blackwell said Nebius intends to work with government, industry and universities in Estonia to strengthen AI skills, broaden access to AI and build the country’s position as a hub for AI innovation and talent.

 

Kert Evert, CEO of Greenergy Data Centers, said the agreement marked the official addition of Nebius to the company’s customer portfolio. He described the decision as recognition of Greenergy’s work and said the project showed that Estonia was becoming a competitive destination for large-scale AI infrastructure deployments.

 

A first phase of a wider development

Greenergy’s Hüüru facility is being expanded to support high-density computing, with nearly €200M in planned investments reported earlier. Martin Salo, co-founder of Tensor Estate, said the 22 MW deployment was the first phase of a broader development intended to establish Estonia as one of the hubs for international AI infrastructure in the coming years. Tensor Estate brought together a group of Estonian entrepreneurs and became a shareholder in Greenergy Data Centers in July.
