TikTok has confirmed a new €1 billion investment in a data center in Lahti, Finland, as part of its expansion in Europe.
This is TikTok's second billion-euro data center investment in Finland, following its investment in Kouvola in 2025, which its says is continuing to progress as planned. Both investments are part of Project Clover, TikTok's €12 billion European data sovereignty initiative. Through Clover, TikTok wants to establish a dedicated European data enclave with enhanced technical, operational, and governance safeguards for its 200 million European users.
The data center will be located in the Kiveriö district of Lahti, with an initial capacity of 50 MW and a total potential capacity of 128 MW. TikTok says that once operational, the Lahti data center will its ability to support the default storage of European user data in Europe, under strict access controls and advanced monitoring systems. The announcement comes as TikTok's Chinese parent ByteDance in January avoided a U.S. ban over data protection concerns and as European nations put increasing pressure on social media companies to protect children from their addictive algorithms.
"Finland offers a unique combination of strong digital infrastructure, access to clean and reliable energy, and a highly skilled workforce. That makes it a natural choice as we continue to expand our European infrastructure and strengthen how we protect and store data locally", says Christian Hannibal, Head of Public Policy for TikTok in Finland.
"Lahti is part of the growth and development of the international data economy. In the context of Lahti, the investment is substantial. We are pleased that a main tenant agreement has been signed and that the project is progressing as planned,” says Niko Kyynäräinen, Mayor of Lahti.
